Buildings or public places will be considered for compliance with the provisions of this chapter:

1. Those who are assigned to any official, military or civil service of the State, Province or Municipality, even if those in charge of said service or those responsible for the conservation and custody of the building or place live there.

2. Those that were intended for any meeting or recreational establishment, whether legal or not.
