In the cases of the previous article, when it is a crime in flagrante or one that does not leave permanent signs of its perpetration, or in which there is a well-founded fear of the concealment or flight of the alleged culprit, the individual who tries to file a complaint for the crime may go immediately to the nearest investigating or municipal judge or to any police officer, so that the first necessary steps can be taken to establish the truth of the facts and to arrest the criminal.
