1. No crime will be punished with a penalty that is not provided for by law prior to its perpetration. Likewise, the laws that establish security measures.
2. However, those criminal laws that favor the convict, although when it entered into force it would have fallen final sentence and the subject was serving a sentence. In case of doubt about the determination of the most favorable Law, the defendant will be heard. The acts committed under the validity of a temporary Law will be judged, without embargo, according to it, unless expressly provided otherwise.
