1. Anyone who does not help a person who is helpless and in obvious and serious danger, when they can do so without risk to themselves or third parties, will be punished with a fine of three to twelve months.

2. Anyone who, prevented from providing help, does not urgently demand help from others will incur the same penalties.

3. If the victim is injured by an accident caused accidentally by the person who failed to provide assistance, the penalty will be imprisonment from six months to 18 months, and if the accident is due to recklessness, the penalty will be imprisonment from six months to four years.
